This Roman belt set spelling out 'Felix Vtere' was a very common form of belt decoration in the late Roman Empire.

The set consists of the cast bronze letters spelling out Felix Vtere which are riveted into place, the buckle and the two 'dangly bits' that are fitted onto the tailing end of the belt.
